V súčasnej etape vývoja Ukrajiny naberá na význame problém rovnováhy rozvoja ekonomických a sociálnych regiónov. To znamená, že dôležitý je vektor orientácie štátu na zvyšovanie bohatstva jednotlivých regiónov. To znamená, že štát by mal presadzovať absenciu chudobných regiónov na svojom území.
